According to reports, the "Regulations" were adopted at the 47th meeting of the Standing Committee of the 5th Fuyang People's Congress on December 31, 2021, and approved by the 33rd meeting of the Standing Committee of the 13th People's Congress of Anhui Province on March 25, 2022, and will come into effect on May 1, 2022.
The "Regulations" clarify that the public security organs are the competent departments for dog breeding management. They are responsible for the registration and shelter of dog breeding, establishing a dog breeding management information system, catching stray dogs, hunting rabid dogs, investigating and punishing illegal activities such as taking dogs out without wearing dog tags and tying dog leashes, failing to muzzle dogs in corridors, elevators and other crowded places, raising dogs without a license, raising dogs to interfere with the normal lives of others, and allowing or driving dogs to intimidate or harm others.
The agricultural and rural departments are responsible for dog immunization, quarantine, epidemic monitoring and immune effect evaluation, implement dog diagnosis and treatment, epidemic prevention supervision and management, guide and supervise the harmless treatment of dead dogs, etc.
The urban management law enforcement department is responsible for guiding and supervising the installation of dog prohibition signs in public places, investigating and punishing illegal behaviors such as bringing dogs out of the house without immediately cleaning up dog feces, bringing dogs into prohibited places, and raising dogs in public areas.
Departments such as health, market supervision, housing management, urban and rural construction, civil affairs, development and reform, and spiritual civilization construction agencies should, in accordance with their respective responsibilities, do a good job in dog management management in accordance with the law.
